The authorities do not approve of the use of VPN services to bypass the blocking of sites, but they will not punish for this, the head of the Ministry of Finance Maksut Shadaev said in an interview with RBC.

He stressed that the ministry opposes penalties for using VPN. “There will be absolutely no punishments for users,” Shadaev said.

The head of the Ministry of Finance admitted that this contradicts the policy of the state restricting access to some resources. This is a reasonable compromise, he added.

Instagram Facebook (the company that owns Meta is recognized as an extremist organization), Instagram (the company that owns Meta is recognized as an extremist organization) and Twitter also reported a decrease in traffic after they were blocked. He attributed this to the fact that it is inconvenient for many users to constantly turn on and off the VPN.
